













Description
This position will assist in the planning and implementing of education and training programs offered by NEWWA. The successful candidate will also instruct in areas of expertise such as water utility operations, basic science (math, chemistry, biology/microbiology), and cross connection control. Will assist members and others who have inquiries about technical areas and NEWWA. Work will be directed and supervised by the Deputy Executive Director. The position will collaborate closely with all members of the education team, including other instructors/coordinators and NEWWA’s Registrar.
Requirements
DUTIES
- Instruct / facilitate / proctor designated NEWWA learning programs. This may include in-person training or online instructor-led programs that utilize a Learning Management System (LMS).
- Coordinate, schedule, and administer currently available general enrollment, partnership, and contract water operations programs assigned in compliance with the International Association for Continuing Education and Training (IACET) Standard.
- Develop and deliver training programs in support of operator certification in compliance with the ANSI/IACET Standard. This may involve planning, scheduling, administrating, and instructing. This will include monthly contact with state coordinators, file maintenance, schedule coordination, answering technical inquiries, and other support that may be necessary for the successful conduct of this program.
- Assist the Executive Director, Deputy Executive Director, Education Committee, NEWWA Committees, other staff members, and other organizations in planning individual programs and preparing short- and long-range plans and schedules. Assist and supervise those same individuals and groups in the development of new training programs and continuous improvement of all related training programs in compliance with the ANSI/IACET Standard.
- Assist staff, adjunct, and volunteer instructors with the development of instructional materials in compliance with the ANSI/IACET Standard. This includes oversight of special projects such as training media development (print, audio, and video) and development of specialized instructional equipment (props and small-scale demonstration equipment) and materials.
- Assist staff, adjunct, and volunteer instructors with maintaining/updating existing instructional materials. This may include coordination of presentations (PowerPoint) with handouts, continuity of branding in materials/presentation, and technical updates.
- Coordinate and assist with preparing promotional materials for training programs while ensuring compliance with the ANSI/IACET Standard.
- Coordinate with NEWWA’s Registrar regarding the organization and accurate and timely maintenance of learner files in compliance with the ANSI/IACET Standard. This includes permanent records, transcripts, individual IACET CEU Certificates, certification cards, needs and learning assessment data, participant evaluations, and other necessary records.
- Serve as liaison with selected contacts at federal and state agencies on matters pertaining to water supply education and training.
- Assist in the administration of training grants with outside partners such as the American Water Works Association, RCAP Solutions, the U.S. Environmental Protection Agency, and the Massachusetts Department of Environmental Protection. Work may include coordinating with the outside agencies, program planning and scheduling, and grant administration.
- Work in cooperation with the Executive Director, Deputy Executive Director, and other staff members and NEWWA Committees on planning and implementing assigned major and special functions such as conferences, specialty symposia, and monthly meetings, when needed.
- Provide input to the Executive Director and Deputy Executive Director in preparing the annual budget.
- Have reliable means of transportation to attend and work at any NEWWA function. This may require staying overnight for up to five nights. NEWWA will reimburse reasonable work-related expenses.
- Assist the Deputy Executive Director to recruit, hire, train, supervise, and evaluate staff and adjunct instructors in the education programs in compliance with the current ANSI/IACET Standard. This includes ensuring staff/adjunct instructor training in and monitoring for full compliance with the ANSI/IACET Standard via participation in structured training sessions on the standard and regular performance evaluations incorporating classroom observation and review of participant evaluations.
- Assist the Deputy Executive Director in managing compliance with the ANSI/IACET Standard. This may include functioning as an IACET Responsible Party designee, ensuring compliance with the ANSI/IACET Standard for Continuing Education and Training via its application in the development and delivery of all NEWWA IACET CEU-granting education programs. It also may include assisting in the development and implementation of a periodic review process to ensure that all categories and elements of the ANSI/IACET Standard are met, that all appropriate reporting positions are trained in the ANSI/IACET Standard, and that all NEWWA policies, procedures, and documentation supporting compliance with the ANSI/IACET Standard are properly utilized and applied. Maintain currency of knowledge of the ANSI/IACET Standard by completing an IACET Authorized Provider (AP) Workshop (or the equivalent) in each 5-year renewal cycle.
- Perform other duties as required by the Executive Director or Deputy Executive Director for the successful operation of NEWWA.
SKILLS
- Must have a strong commitment to and knowledge of adult education theory and practice and be an experienced platform instructor.
- Knowledge of and/or experience with operational aspects of the water works field is required.
- Must have strong organizational and communication skills.
- Should have a good working knowledge of Microsoft Office products. Experience with Learning Management Systems is beneficial.
- Must be able to conduct oneself in a professional manner and accomplish the work required with minimal supervision.
EDUCATION AND EXPERIENCE
- A minimum of a bachelor’s degree with training in adult education, professional development, vocational education and/or a field related to public water supply operations and management, engineering, or life science.
- Five years’ experience in adult education/professional development and delivery is required. Experience in all aspects of instructional development, design, and delivery is preferred.
CERTIFICATION AND LICENSES
None required. A state issued drinking water treatment or distribution license is a plus. Holding of a NEWWA Backflow Tester or Surveyor Certification is also a plus.
WORKING CONDITIONS
The Instructor/Education Coordinator will split work between NEWWA’s office and traveling to various training and meeting locations. Must have a valid driver's license and a reliable means of transportation to attend and work at any NEWWA function as required. This may require staying overnight for up to five nights. NEWWA will reimburse reasonable work-related expenses.
